City crews switching to clearing out culverts during weeklong thaw

JOHN, B.C. — Fort St. John work crews say that almost all city streets have been graded during this week’s spring thaw, and crews are now bringing in steam trucks to clear out culverts to avert potential flooding.The City’s GM of Integrated Services Victor Shopland says that crews have been working to clear snow from curbs on city streets so that storm drains are accessible, and have begun the process of using steam to melt ice that has frozen inside of those during the winter months. Shopland said that the City has four steam units at its disposal, and staff have begun reaching out to private companies with the potential of contracting additional units.Shopland said that city crews have noticed that the thaw does not appear to be as intense as last Spring, though with it being the middle of March, colder temperatures could make a return. He explained that residents that notice large puddles and areas with poor drainage can help point crews in the right direction by notifying the City via its mobile app or on the City’s website, Earlier today, the provincial government said that a higher-than-normal snowpack in B.C. could cause the potential for flooding this Spring. The River Forecast Centre says it is monitoring stream levels closely in case the province sees a repeat of last Spring, when over 2,500 were evacuated from their homes.last_img read more

45B Fiat Chrysler plan to add 6500 jobs in Detroit area

DETROIT — Fiat Chrysler on Tuesday announced a $4.5 billion investment plan it said would increase its workforce in Detroit and the surrounding suburbs by about 6,500 jobs to build all-new or next-generation SUVs.Under the plan, the company said it would reopen a shuttered engine plant in the city and convert another in the same complex into a future assembly plant for the Jeep Grand Cherokee and a new, three-row, full-size Jeep SUV and plug-in hybrid models for all.The Motor City was once home to about a dozen massive auto production plants, but a rash of closures helped to push Detroit’s unemployment rate to a peak of around 25 per cent in 1990. Unemployment was down to about 8 per cent last fall.The new Chrysler plant would be the first to be built in the city since in 1991 and is expected to add 3,850 jobs. The company said in a news release that it would add another 1,100 new jobs at its Jefferson North Assembly plant, and roughly 1,500 new jobs at facilities in the neighbouring suburb of Warren.Officials say the SUVs remain in demand, with strong sales and growth potential both domestically and in some overseas markets, such as the Middle East. The company’s chief financial officer told investors in June that trucks and SUVs would account for 80 per cent of revenue by 2022.Fiat Chrysler said the additional investments are subject to tax incentive packages it’s working out with the city and state of Michigan. The automaker would need to acquire property for the project.If those deals are approved, construction is expected to start later this year and the first new vehicles could be in production by the end of 2020.The automaker’s injection of money and jobs into the Motor City contrasts sharply with news from rival General Motors Co., which announced plans to shutter its Detroit-Hamtramck plant next year and plans to close four others in the U.S. and Canada.Jeff Karoub, The Associated Press read more

Ahead of rainy season UN wraps up EthiopiaSudan repatriation programme

The trip was organized jointly by the UN High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM).Despite the exhausting trip, which was hindered by heavy rains from Bonga Refugee Camp, the returnees – who spent up to two decades in exile – were in good spirits upon reaching Blue Nile state in Sudan.“I was born in Bonga camp,” said Samira, an 18-year-old mother, upon arriving in the village of Gindi. “This is the first time I will see Sudan.”She and her family plan to stay with other relatives until they can construct their own tukuls, or traditional circular shelters made of wood, mud and grass.“If not, we will sleep in the open,” she added. “It does not bother us, as long as we are in our own country.”Gindi and another village, Chali, are the two main return areas in southern Blue Nile state, and both have grown rapidly since repatriation picked up steam in the past year.“When I arrived here a year ago there were only a few people around,” said Jelvas Musau, a field officer for UNHCR. “Since repatriation started in April 2006, we have received 17 convoys and brought back 11,747 people to this area.”He added that a surge in population has highlighted the need for improved infrastructure, basic services and income-generating projects. UNHCR has repatriated 13,200 refugees to Blue Nile over the past year.However, development projects in the region are impeded since the state is considered a transitional one whose borders have yet to be formally established.Those who returned home on the convoy voiced eagerness to contribute to the revival of their home districts struggling to recover after years of conflict.“I was trained as a blacksmith,” said Oda, a father of four who had spent more than 20 years as a refugee in Ethiopia. “If I can get tools, I will open a shop. If not, I’ll work as a farmer on my land.”Upon reaching Sudan, UNHCR distributed supplies including plastic sheets, buckets, mats, kitchen sets and mosquito nets, while the UN World Food Programme (WFP) provided food rations to last three months.“The plastic sheets are particularly needed now that the rains will start,” noted Fouven, who returned home from Ethiopia last year and now works as a community services assistant for the Sudan Social Development Organization, UNHCR’s partner on the ground.UNHCR will monitor the situation of the repatriated during the rainy season and focus on reintegration efforts, including schools, health clinics and sanitation plants.While approximately 300,000 Sudanese still live outside their country’s borders, as of the end of last month, the agency has repatriated almost 59,000 refugees to southern Sudan from neighbouring countries. Sri Lankans found stranded off Indonesia

Residents of the nearby Sendangbiru village  helped the Sri Lankans by giving them food after the boat drifted near the shore. The Sri Lankans are to be handed over to the Immigration Office in Malang.  (Colombo Gazette) The 21 Sri Lankans were eventually brought ashore and the authorities were then informed. A group of 21 illegal immigrants from Sri Lanka have been rescued by Indonesian authorities after being stranded in the waters of Sendangbiru, Malang, East Java for a week, without food or water.The Indonesian media reported that the Sri Lankan boat, which had faced engine failure, was first spotted by a local fisherman. According to the Head of the Police Air and Sea Air operations, Inspector Prayitno, 21 Sri Lankans were on the boat and information about them is still being collected.“They are still weak because they have not eaten for a week,” he told the local media today. read more

But for would-be cord-cutters, watching live sports online has been elusive — until now. Dish Network Corp. on Monday unveiled an Internet-only subscription offering that includes ESPN.Here are the television-related highlights from the International CES gadget show in Las Vegas on Monday. The four-day show formally opens Tuesday.___LIVE SPORTS — NO CABLE OR SATELLITE BILLDish will offer a package of channels, including ESPN and CNN, starting at $20 a month. The availability of ESPN as part of the Internet package addresses a major reason people were loath to “cut the cord” — live sports. NFL games will be blocked on mobile devices, however, because Verizon has those rights.Dish said it isn’t worried that its current subscribers will cancel satellite service in favour of the cheaper Internet package. Rather, Dish is hoping to lure those who don’t pay for TV channels at all because they find it too expensive.“A lot of big incumbents don’t like change, but everything else is changing around you,” says Joe Clayton, Dish’s CEO. “Technology is broadening the consumer viewing opportunity, and they are taking advantage of that.”Sony Corp. also has an Internet television service, PlayStation Vue, expected to debut by the end of March, with channels from Viacom, Discovery, CBS, Fox, NBCUniversal and Scripps. HBO and Showtime already have announced plans for stand-alone Internet offerings, and CBS launched one in October. Those are limited in live sports, though, given that ESPN has rights to many of the leading leagues.The Dish offering, dubbed Sling TV, will launch in a few weeks and also include channels from Disney, Scripps and Time Warner’s Turner. About 20 channels will be available, such as the Disney Channel, ABC Family, the Food Network, HGTV, the Travel Channel, TNT, TBS and the Cartoon Network. Sling TV is not to be confused with the SlingTV device that allows viewers to watch TV remotely. Sling Media, the maker of that device, is owned by EchoStar Corp., which was spun off from Dish in 2008.The $20 price for Dish’s basic package will be far cheaper than what people would pay for a cable or satellite. (Dish said its average monthly bill is about $85.) Dish says it keeps the Internet service cheap by excluding most over-the-air network channels, which can be costly for pay-TV providers as broadcasters demand higher fees. An Internet service also won’t require special equipment, such as a satellite and receiver dishes. For those who want more than the basic channels, Dish will offer various add-ons for $5 each, including extra channels for sports and a package for kids.The catch: Only one person can watch at a time. Family members who want to watch different channels simultaneously will need separate subscriptions.Meanwhile, Dish is adding Netflix and other video apps to its Hopper set-top boxes, so viewers can watch both traditional channels and online video services through the same device. And anticipating that more Internet video will be shot with an increased resolution known as 4K, Dish is adding 4K capabilities to its Joey devices for multi-room viewing.____NOW, WHAT TO WATCH IT ON?— SHARPER THAN 4KAlso known as Ultra HD, 4K offers four times the sharpness of today’s high-definition video. (Not that a lot of content is shot in 4K just yet). Now that 4K TV sets have dropped in price, with some models available for less than $1,000, TV makers are looking for ways to make their sets stand out.Sharp is turning to an engineering trick to make its high-end 4K set look even sharper. While TVs typically show colours by mixing red, green and blue subpixels, Sharp’s top-of-the-line model will add yellow as a fourth subpixel to improve colours. It then splits each of those subpixels in half, creating a total of eight subpixels in the space of three.Content isn’t yet available to take advantage of those extra subpixels, but Sharp uses some mathematical formulas to fill in the blanks. The Aquos Beyond 4K Ultra HD TV will measure about 80 inches diagonally. It will be out in the second half of the year. The price hasn’t been set.Sony is also introducing new 4K television models this year, and at a news event late Monday, the company promised to create more 4K content to watch on those sets. Sony said four popular shows from its entertainment division — “The Goldbergs,” ”The Blacklist,” ”Masters of Sex” and “The Night Shift” — will soon be available in 4K. It also said it’s working with partners including Netflix and YouTube to deliver more 4K streaming video.— BETTER COLORSSamsung is offering a premium line with better brightness and richer colours, not just increased sharpness. It uses a technology called quantum dot — essentially a layer of materials that allows for purer colours and a wider colour range. Samsung says the TV is also brighter because there’s no need for a filter to compensate for colour distortion. It will be called SUHD and cost more than regular 4K sets, though specifics haven’t been announced.Stephen Nakamura, a digital colorist who has worked on Hollywood productions such as “Quantum of Solace” and “The Hurt Locker,” came on stage at CES to praise Samsung’s new TVs for reproducing colours the way filmmakers intended.Samsung is also pushing curved TVs, including one high-end model that has a flat screen that can bend, or curve, when the viewer wants a more immersive experience. LG announced quantum-dot and curved sets, too, including a bendable model. LG is also pushing organic LED screens with richer colours and pure black — the kind typically limited to smaller displays such as phones because of price.Beyond improving picture quality, TV makers are enabling Internet video access right from the set.___STREAMING MEETS DVRTo address the growing availability of online video, TiVo’s digital video recorders will offer new menu options to bring Internet and traditional TV programs in one place, so past seasons of ongoing shows are easier to find on Netflix or Amazon. Streaming through TiVo was already possible, but shows weren’t as centrally located.The SlingTV device for viewing television on the go is adding additional functionality for in-home use: a YouTube app for streaming video on regular TV sets without needing a separate streaming device. UN Security Council agrees 30day ceasefire in Syria

The United Nations Security Council voted unanimously on Saturday in favor of a 30-day cease-fire in Syria, and demanded immediate lifting of sieges on war-ravaged east Ghouta, where, earlier this week, Secretary-General Antonio Guterres said some 400,000 people are living “in hell on earth.”In addition to a 30-day nationwide ceasefire, the resolution demanded weekly aid convoys, medical evacuations and the immediate lifting of sieges, particularly eastern Ghouta.The resolution affirmed that the cessation of hostilities will not apply to military operations against the so-called Islamic State of Iraq and the Levant (also known as ISIL/Da’esh), Al Qaeda and Al Nusra Front.Prior to the vote, Swedish Ambassador Olof Skoog, a co-drafter of the resolution along with Kuwait, called it a “resolute and urgent attempt to take action,” saying he counted “on each and every one of you to do the right thing,” adding the humanitarian convoys “are ready to go.”“Our unanimous adoption of this resolution today, after long and arduous negotiations, reflects the keenness of the authors of the draft resolution, Kuwait and Sweden, to ensure consensus on this, said Ambassador Mansour Al-Otaibi of Kuwait, President of the Security Council, in announcing the results of the vote.Secretary-General Antonio Guterres issued a statement welcoming the resolution’s adoption, stressing his expectation that “the resolution will be immediately implemented and sustained, particularly to ensure the immediate, safe, unimpeded and sustained delivery of humanitarian aid and services, the evacuation of the critically sick and wounded and the alleviation of the suffering of the Syrian people.”“The UN stands ready to do its part,” the statement added.Mr. Guterres reminded all parties of their “absolute obligation under international humanitarian and human rights law to protect civilians and civilian infrastructure at all times.”  “Similarly, efforts to combat terrorism do not supersede these obligations,” concluded the statement. read more

Many workers had earlier contended that their dwindling finances were affecting their ability to feed and send their children to school and to meet other financial needs. This publication was made aware that the lack of finances during the period also hit the village economy.It was reported in the media that the industry’s “cash-strapped” status was directly impacting workers. Workers across the industry were turning up at the various estates only to be told that there was no money available to pay them.Workers still attached at the downsized Wales Sugar Estate had been called to a meeting on Monday, where they were informed of the industry’s financial state. When workers inquired as to when they will be receiving payments, officials at Wales were, at that time, reportedly reluctant to commit to a date but said that as soon as finances are available, the sugar workers would be paid.On Monday, Prime Minister Moses Nagamootoo along with GuySuCo’s Chairman of the Board of Directors, Clive Thomas and Chief Executive Officer, Errol Hanoman, met to discuss “urgent cash flow relative to wages, salaries and other payments at GuySuCo.”GuySuCo had revealed that at the high-level meeting, it was agreed on the steps to be taken to ensure the employees are paid for services provided to the Corporation for the past week. GuySuCo had disclosed that the Chairman and the CEO were “given assurances that the matter is being given the utmost consideration by the Government and the Corporation.”At present, the Guyana Sugar Corporation employs close to 17,000 people but it has been estimated that its planned downsizing could directly affect the livelihoods of some 10,000 sugar workers and thousands more via their family members and communities that depend on the sugar industry.Government has long contended that the necessary measures to re-organise sugar must be implemented for it to be sustained and the Wales Estate was the first entity to be closed under the policy decision which was met with much criticism and protests. read more

L’entreprise a affirmé que les émanations étaient non toxiques et que l’incident devrait s’achever dans la journée.C’est dans une odeur nauséabonde que se sont réveilléess ce matin bon nombre de personnes vivants entre Rouen et Paris. Lundi soir, un incident est survenu dans l’usine chimique de l’entreprise Lubrizol : une réaction chimique s’est produite aux alentours de 20H et a conduit à l’émanation d’un gaz de type gaz de ville connu sous le nom de mercaptan. Or, ce gaz présente une forte odeur qui, poussée par les vents, a remonté la vallée de la Seine jusqu’à gagner les rues de Paris, où elle restait perceptible à l’aube.”Ça pue à Rouen”, “Purée ça sent l’huile de vidange dégueulasse dehors”: les commentaires se sont répandus comme une traînée de poudre sur les réseaux sociaux dès lundi, rapporte l’AFP. Les pompiers de Seine-Maritime ont reçu quelque 2.900 appels d’habitants inquiets, les pompiers, dans le Val-d’Oise, 2.130, entre minuit et 7H30 (sur un total de 4.500). Issac Sanchez said.The pilot was the only person aboard the single-engine private plane, Sanchez said.The circumstances leading up to the crash were under investigation.
